Newly appointed Health Secretary Teodoro J. Herbosa leads the lowering of time capsule during the groundbreaking ceremony of the Vigan City Primary Care Infirmary with Ilocos Sur Governor Jeremias C. Singson, Vigan Mayor Jose C. Singson, Regional Director Paula Paz M. Sydiongco, Assistant Regional Director Rodolfo Antonio M. The Department of Health (DOH) – led by newly appointed Health Secretary Teodoro Javier Herbosa turned-over a total of ₱185 million pesos to the province of Ilocos Sur during his visit to the famous heritage city of the north on July 8, 2023.
The ₱150M funds were given to Ilocos Sur Provincial Hospital – Gabriela Silang for the completion of the 5-Storey Medical Arts Pavilion and received by Ilocos Sur Jeremias C. Singson along with various boxes of medicines.
The remaining ₱35M were turned over to the city government of Vigan as an additional fund for the establishment of the Vigan City Primary Care Facility (PCF) – Infirmary and was received by Mayor Jose C. Singson, Jr., along with five sets of medical equipment, that includes a fetal doppler, a weighing scale for infant, a weighing scale with BMI calculator, an examining table, a dressing cart, and an instrument cabinet worth P50K each. It was distributed to four barangays of the city, namely Camangaan, Capangpangan and San Pedro and Brgy. II,
Secretary Herbosa stated that more modern health facilities must be established in order to advance health care treatment in the country. “A modern primary health care facility must have at least a 15-bed capacity with all the needed services included, properly equipped for the diagnosis of disease; must have both medical and surgical treatment services for the sick and the injured,”.
“We continuously support local chief executives (LCEs) na patuloy na nagtataguyod at tinutugunan ang pangangailangang pangkalusugan ng kanilang mga constituents,” Herbosa emphasized in his message during the groundbreaking ceremony of the PCF Infirmary.
“Lahat ng pangangailangng pangkalusugan ng ating mga kababayan ay maibibigay natin sa pamamagitan ng pagtutulungan at suporta ng lahat ng ating mga LGUs, partner agencies at mga stakeholders. Magtulungan po tayo na ma-attain ang “Healthy Pilipinas”, bawat buhay po ay mahalaga tungo sa bagong Pilipinas,” he added.
Herbosa also visited the ongoing construction site of the Medical Arts Pavilion at the Ilocos Sur Provincial Hospital – Gabriela Silang.
Meanwhile, DOH – Ilocos Regional Director Paula Paz M. Sydiongco, also underlined the need and importance of strengthening primary health care in the communities as it enables health systems to support an individual’s health need – from health promotion to disease prevention, treatment, rehabilitation, palliative care and more.
Sydiongco also expressed her gratitude for the strong support of the local government units of Ilocos Sur and for constantly being at the forefront and leading implementer of DOH’s health programs in the Ilocos region.
