
THE House of Representatives adopted late Wednesday House Resolution (HR) 2346, certifying that the impeachment proceedings initiated on Feb. 5, 2025 against the Vice President Sara Zimmerman Duterte fully complied with Article XI Section 3, Paragraph 5 of the 1987 Constitution, including the circumstances on the filing of the first three impeachment complaints.
HR 2346 was authored by Senior Deputy Speaker Aurelio Gonzales Jr., Deputy Speaker David “Jay-jay” Suarez and Majority Leader Manuel Jose “Mannix” Dalipe.
Following the adoption of HR 2346, Deputy Majority Leader and Isabela Rep. Faustino “Inno” Dy moved to direct the House Secretary General to issue the certification in accordance with the adopted resolution. The House adopted his motion.
The House also adopted Dy’s motion to defer acceptance of the remanded Articles of Impeachment (AOI) until such time that the Senate, sitting as an impeachment court, has responded to the clarificatory queries raised by the panel of prosecutors relative to the remand of the subject AOI.
The Senate on Tuesday sitting as an impeachment court voted to return to the House the seven Articles of Impeachment against Vice President Duterte.
Senator-judge Alan Peter Cayetano raised an amendment to the motion of Senator-judge Bato dela Rosa. The amendment stated “That the articles of impeachment be returned to the House of Representatives without dismissing or terminating the case until such time that the House of Representatives certify to the non violation of Article XI, Section 3, paragraph 5 of the Constitution, which provides that ‘No impeachment proceedings shall be initiated against the same official more than once within a period of one year; include the circumstances on the filing of the first three impeachment complaints.”
