
THE House of Representatives (HRep), seeking to be more effective at executing programs aligned with its strategic goals, on Wednesday held a knowledge-sharing session on the fundamentals of the Project Management System.
HRep Administrative Department Deputy Secretary General (DSG) Dr. Edgardo Pangilinan facilitated discussions, emphasizing the significance of project management in effective program implementation.
“Importante na meron tayong institutional project management system, kasi ‘yong mga strategic plan na ginagawa natin, mas magiging effective ang implementation kung naka-angkla siya sa isang project management system,” Pangilinan said.
He began the session by introducing the Theory of Change (ToC) and the Logical Framework approach, which he said are tools crucial in designing and assessing development-oriented programs. He also emphasized the long-term vision to embed project management practices across the House departments.
According to Pangilinan, the ToC is a strategic framework that maps out the pathway from a project’s activities to its intended impact, often working in reverse—from the desired long-term change back to necessary outcomes, outputs, and activities. This ensures that proposed programs are not only well-planned but also directly contribute to the HRep’s strategic objectives.
He described the Logical Framework as a structured tool that helps identify key elements of a project such as objectives, indicators, means of verification and assumption.
“Ang aim natin, ma-train tayo on project management para magkaroon tayo ng kakayahan to institutionalize project management system,” Pangilinan said.
HRep Secretary General Reginald Velaso, through Legislative Information Resources Management Department DSG Dante Roberto Maling, commended the efforts of the House officials and the secretariat, for driving innovations and streamlining the internal processes.
He cited the rollout of a new system for accountability clearances, a one-stop shop for incoming House members of the 20th Congress and a brand-new House member’s kit to help them transition faster into their roles as lawmakers.
“Your work on the project management toolkit will be a valuable addition to these innovations. It will help foster a shared understanding of project management, principles and enable more efficient resource allocations,” he said.
