THE Philippine National Police (PNP) achieved a breakthrough by apprehending a long-time fugitive who had been evading the law for 28 years through an operation conducted yesterday, September 19,2023.
The fugitive identified as Joel Consuelo Villanueva, a former member of the PNP with the rank of SPO1. He was finally arrested by the operatives of the Intelligence Group, following a careful and strategic operation.
The arrest was made by virtue of a warrant of arrest issued by Branch 56 of the Regional Trial Court (RTC) of Lucena City for the crime of Homicide docketed under Criminal Case No. No. 90-890.
Joel Villanueva had been on the list of the most wanted persons in the country for a considerable period of time. There was a monetary reward of PHP 275,000.00 offered for any information leading to his capture. This highlights the seriousness of his crimes and the determination of the authorities to bring him to justice.
Police General Benjamin C. Acorda Jr., Chief PNP, emphasized the importance of this apprehension, stating, “The PNP remains dedicated to upholding the rule of law and ensuring that justice prevails. The arrest of Joel Villanueva sends a clear message that the PNP is relentless in its pursuit of individuals who have evaded justice for far too long.” This statement reflects the commitment of the PNP to protect the rights of the people and maintain peace and order in the country.
Records show that Joel Consuelo Villanueva was previously assigned to the 237th PC Company based in Candelaria, Quezon.
However, he was dismissed from the police service in 1995 due to his involvement in a serious crime.
Villanueva was convicted for the crime of homicide after killing an AFP officer in 1991. He managed to escape from the Lucena City Jail on July 29, 1995.
Although he was recaptured the following year, he once again escaped while undergoing a medical examination at the Orthopedic Hospital.
