A STRONGER and more connected healthcare system is now taking shape in the provinces of Ilocos Sur, La Union, Pangasinan and in Dagupan City as the Department of Health (DOH) – Ilocos Region and the four local government units formally signed a Tripartite Memorandum of Agreement (MOA) for Universal Health Care (UHC) integration on May 21, 2026 during the UHC and PuroKalusugan Summit in San Fernando City, La Union.
The agreement marks a major milestone in the push toward a fully integrated local health system under Republic Act No. 11223 or the Universal Health Care Act, strengthening coordination among healthcare providers, improving referral systems, and expanding access to quality health services for Ilocano communities.
Regional Director Paula Paz M. Sydiongco described the signing as a concrete step toward making healthcare more responsive, accessible, and people-centered.
“This is more than the signing of an agreement — this is the strengthening of our promise to every Ilocano and Pangasinense family that healthcare will be more accessible, more connected, and more responsive to their needs,” Sydiongco said.
She emphasized that strong collaboration among national agencies, local government units, healthcare workers, and communities remains vital in achieving the goals of Universal Health Care.
“When healthcare systems work together, patients receive better care, services become more efficient, and communities become healthier. Through this partnership, we are building a healthcare system that places people at the center and ensures that no one is left behind,” she added.
Sydiongco further stressed that healthcare integration is essential in addressing long-standing gaps in access to medical services, particularly in underserved and geographically isolated communities.
Meanwhile, local leaders reaffirmed their commitment to strengthening local healthcare systems and ensuring quality healthcare for all.
“A healthy province is a stronger province. This partnership reflects our unwavering commitment to ensure that every Ilocos Surian receives the healthcare services they deserve,” Ilocos Sur Governor Jerry F. Singson said.
Under the agreement, LGUs will further strengthen province-wide healthcare integration through improved coordination among municipalities and healthcare facilities, streamlined referral systems, enhanced healthcare financing mechanisms, and expanded primary care services.
“Healthcare should not be difficult to access, especially for those who need it most. Through this agreement, we are creating a system that is more organized, more efficient, and more compassionate,” Dagupan City Mayor Belen T. Fernandez emphasized.
As Region 1 continues to advance the integration of Universal Health Care, DOH Ilocos Region remains committed to working closely with local governments and healthcare partners to build resilient, inclusive, and future-ready healthcare systems for every Filipino.
