WITH numerous reports resolved and victims saved, the Unified 911 Hotline proves to be an ally of Violence Against Women and Children (VAWC) or gender-based violence (GBV) victims, according to the Department of the Interior and Local Government (DILG).
The Unified 911 hotline forms an integral part of the government’s toll-free national emergency communications service for victim-survivors of VAWC. Upon receipt of a call, incidents are immediately assessed, verified, and relayed to the appropriate responders, law enforcement units, and partner agencies.
From timely dispatch, coordinated response, and proper handling of these sensitive incidents, the central emergency hotline fulfills President Ferdinand Marcos Jr.’s push to amplify the implementation of Republic Act No 9262, or the Anti-VAWC Act, to safeguard women and children from any form of violence.
According to the DILG, from September to November 2025, the National Call Center received almost 600 VAWC emergency calls. The DILG added that through efficient coordination with first responders and law enforcers, domestic assault incidents were intercepted, and due process was upheld through pursuing legal remedies.
In Makati City, a concerned neighbor reported to 911 an ongoing violent altercation between a married couple. With the wife being threatened by her husband using a deadly weapon, every second matters to prevent further assault. In no time, the Bantay Bayan personnel arrived at the scene and brought the involved parties to the nearest police station to process their VAWC case.
In Masbate City, an alleged rape incident was reported, wherein a minor’s sensitive video was circulated online. As the case covers both VAWC and the Anti-Photo and Video Voyeurism Act, the victim was immediately referred to the Women and Children Protection Desk (WCPD) and the Cybercrime Division for prompt intervention.
Meanwhile, the immediate arrest of the suspect in the alleged battered wife and child abuse incident at Negros Occidental was facilitated through the 911 hotline. The caller sought police assistance to save the GBV victims while the case was filed at the WCPD for proper disposition.
A joint agreement between the DILG, Department of Justice (DOJ), and the Department of Social Welfare and Development (DSWD) institutionalized the inclusion of GBV emergency and distress calls in the 911 hotline to streamline referral and response pathways.
With the government’s inclusive emergency response, the culture of silence surrounding VAWC victims can be resolved, as 911 provides a safe space to report domestic abuse while giving assurance of an immediate response within minutes.
