THE Land Transportation Office (LTO) has issued a 90-day preventive suspension on the driver’s license of a Korean who ran amok inside the Clark Freeport Zone last week.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said a Show Cause Order (SCO) was already issued to the Korean that mandates him to appear before the agency’s regional office in Pampanga and submit a written affidavit within three days after the receipt of the document.
“Due process will be observed on this incident and we assure the public that necessary sanctions will be imposed,” said Assec Mendoza.
In the SCO signed by the LTO- Region 3 Director, the Korean driver of an SUV was tasked to explain what the former described as your reprehensible conduct that constitutes reckless driving.
The SCO said the behavior of the Korean driver endangered the property or the safety or rights of some individuals and caused excessive or unreasonable damage to the highway.
“Such act manifested an utter disregard of the traffic rules and regulations, making you an improper person to operate a motor vehicle,” the SCO read.
Based on the police report, the Korean ran over a motorcycle of a security guard of Clark Freeport Zone and later deliberately hit a gas pump of a nearby gasoline station which ignited a fire.
“Failure to submit an affidavit of explanation under oath at the above-stated time shall be construed as a waiver to be heard and to contravene the above-cited violation, leaving this Office to resolve the case administratively and accordingly based on the available records,” the SCO read.
“This Show Cause Order is without prejudice to any civil or criminal that is to be filed in the regular courts. Pending investigation, your driver’s license will be suspended for a period of ninety (90) days effective upon the receipt of this Show Cause Order,” it added.
