Batay sa pinakahuling datos ng Philippine Statistics Authority (PSA), makikitang may pagtaas sa unemployment mula November patungong December 2025, at nananatili ring mas mataas kumpara sa 1.63 milyon na naitala noong December 2024. Nagpapakita ito ng patuloy na hirap ng maraming Pilipino na makahanap ng matatag na trabaho at sapat na kita. Ayon kay Cayetano, hindi sapat ang hiwa-hiwalay na hakbang upang tugunan ang mga isyung ito. Aniya, kailangan ang sabayang pagkilos ng pamahalaan, mga manggagawa, at mga employer, lalo na pagdating sa kalidad ng trabaho at makatarungang pasahod. Kaugnay nito, inihain niya bilang priority bill sa 20th Congress ang Executive-Legislative Labor Commission o LabCom Act na layuning magtatag ng isang pormal na mekanismo kung saan maaaring magsanib-puwersa ang iba’t ibang sektor upang maghanap ng pangmatagalang solusyon sa mga labor issues. “This body will convene representatives from Congress, the Executive branch, Micro-, Small and Medium-sized Enterprises (MSMEs), trade and industry, and the labor sector, including the migrant and informal sectors, to collectively pursue sustainable solutions,” wika ni Cayetano. Binigyang diin ng senador na ang labor at employment concerns ay direktang nakakaapekto sa bawat pamilyang Pilipino, lalo na kapag napipilitang lumayo ang mga manggagawa sa kanilang pamilya dahil sa mababang sahod at kulang na proteksyon. “If ever magkaroon ng Labor Commision, these are exactly the types of issues that we will solve,” wika niya. Para kay Cayetano, mahalagang punan ang mga puwang sa labor policy upang matiyak na ang pag-usad ng ekonomiya ay ramdam ng karaniwang Pilipino, lalo na’t mas mataas pa rin ang unemployment kumpara noong nakaraang taon. “Kung lab (love) natin ang Pilipinas, kung lab (love) natin ang ating laborers, kung gusto natin ang mga OFWs na hindi na kailangan mag-broad, we have to have a labor commission,” wika niya.
